Ancizar Interview with Carlos, the "father of peasant organizations in Colombia" Bogotá

Ancizar Carlos was one of the speakers at the school to strengthen the Farmers Market in Bogota process that took place from 26 to 28 October 2010 in Bogotá. There was this interview.

What emerged Farmers Market?

was in the mayor Antanas Mockus is conceived the Master Plan for Bogotá's food supply. It appointed a commission chaired by Enrique Carrullo. The same designed the plan that he wanted to make Bogota highway to land of the free trade. In the next mayor Lucho Garzón was planning to adopt the Master Plan in the first year of his administration. But we realized that meant the liquidation of the rural economy and farmers' organizations met to discuss the project and cite those responsible at that time was Bogotá without hunger and the Special Administrative Utilities for us to explain what was really reason for the project. We understood that basically favored transnational corporations through chain stores and branches in the capital. It was then we decided to make a market in the Plaza de Bolivar, for over 50 years that the time is not used for that purpose. It was not easy: to the last day before the Friday market in October 2004, had not given us permission. It was around 6 pm, perhaps with the idea that at that time would give us no time to call people who gave us the grant. In 2005 he formed the Committee for Peasant and Community Advocacy, CICC, which was formed by seven national organizations and three regional farmers.

What were
early achievements of the ICAC?

was possible that the board would represent the people. The ICAC decided to continue with the Farmers Market as a means of information, training and linkage of small and medium producers with consumers directly. A link with a view to shortening the high intermediation in Bogotá. Bridging the mediation, the farmer could get more for the price of products and consumers were encouraged also because buying a fresh, good quality and was closer to home. Markets Peasants were widespread and now we have markets in ten City parks every 15 days.

These days [26 to October 28, 2010] is performed to strengthen the process school Farmers Markets in Bogotá. What order are the three days?

This school was established within the ICAC to discuss not only the problems facing producers with respect to the Farmers Market but also for rural policy analysis.

Can you give us a forecast of the impact of the peasantry in public policy?

In the political sector, ie sector participation in areas where policies are defined public, advances very little movement. The district has a limit, although the administration of Mayor of Bogota, Samuel Moreno has put dynamic Farmers Market and Economic Development Department has worked well. There is a process of evaluation, what are the functions they perform in relation to the Master Plan. The Secretariat has undoubtedly made a dynamic, but not responding fully to what we want. For example we must intensify consumer organization in Bogota neighborhood.

How do you imagine that organization?

All the people who consume, including shopkeepers, should promote an organization to have real participation in the process. But the shopkeepers are not going to do anything unless they are pressured by consumers. Their interest is profit, how to sell more. If they are not organized, nor will it be possible an efficient link with the peasant producers.

Are there other obstacles?

must make agreements with government departments to facilitate the access of the leaders of national farmers' organizations to the leaders of peasant organizations from the municipalities and their administrations. We need to lower the participation mechanisms that exist in Bogotá and the departments municipalities. This ensures real participation and thus can organize the market, production planning, generate product processing to generate employment and income. Also the conditions of transport, which is the big Achilles' heel of these markets could be improved.

What is solution?

The Ministry of Economic Development has commissioned a number of officials certainly very capable, very technical, but have little real relationship with the farmer. A relationship is through the peasant leaders. They know a lot easier to reach people and believe them. The effort by the Secretariat to establish that link, missing.

What is the attitude of the government?

national policy militates against such a policy because it involves a change of model of rural development. This is not on the agendas of governments.

What about the rural bill announced by the government?

That law is supposed to be the one that will fill gaps in the two projects that the government has already presented: the law of land restitution to victims and the law of the victims. We fear that the law would bring no real change in the integral human development of rural sector development of society itself.

if the peasants do have a counter?

reaction to the strong repression mechanisms by paramilitaries in 2003 did a national congress attended by 5000 farmers in all organizations. There drafting the mandate of agriculture. That mandate agriculture with the actions that have been making all along is what we have collected for the new bill which we hope to present this year. The government announced it will present its rural bill in April 2011. We hope to present soon to see if it can join the two projects. What

forecast process gives the Farmers Market?

Farmers Markets are an instrument of action and organizational trainer. The perspective is that at least at the parliamentary level and the ruling class of this country knows that the peasant and still think, that we have a role to play in the country, we can contribute to its development.
